Summary The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout DHS. Responsibilities The Office of Inspector General (OIG) for Homeland Security (DHS) is calling on those who want to help protect American interests and secure our Nation. As the Facilities and Property Manager some of your typical work assignments may include: Advises and provides counsel to employees regarding policies, procedures, and directives of management. Directs staff activity in research of innovative asset/property management practices and sequencing of work activities. Appraises team performance ensuring consistency and equity in rating techniques. Performs project planning and management functions including the development of project management strategies, schedules, tracking systems, and budget estimates for approved and proposed projects. Develops, oversees, and implements overall programs to promote and monitor occupant safety and comfort, including space utilization, energy conservation, safety, fire protection, and facilities maintenance programs. Guides, manages, and maintains occupied facilities and conducts support for DHS/OIG program offices, to include oversight of current and future construction, renovations, and building modifications. Manages federal, leased, and shared space coordination, space utilization, tenant improvements, on-going operations, maintenance, and repairs. Provides insight/recommendations for strategic planning, manages and monitors assigned OIG facility projects, develops, and recommends policy, provides advice and assistance in evaluation and analysis of facilities management plans and strategies, serves as a liaison with internal and external stakeholders, and ensures timely execution of OIG goals and objectives. Perform all COR/Invoice approval duties within established and/or agreed upon timeframes. Ensures expert review of regulatory documentation for assigned projects and programs and recommends appropriate actions and approval from senior managers. Researches suspected problem areas; identifies key variables or factors and develops practical and innovative solutions based on knowledge of the long and short-term goals of the organization. Minimum Qualifications for GS-14: You qualify for the GS-14 position if you possess one year of specialized experience at the equivalent to GS-13 grade level in the Federal service. Specialized experience at this level includes: Serving as subject matter expert and authority on the acquisition, utilization, and disposal of office space, building services, and personal property. Routinely provides subject matter technical expertise for facilities, engineering, logistics, and maintenance projects. Serves as advisor on unusual, complex, and unprecedented projects/programs that may establish precedent or form a basis for changes in policies, programs, and procedures Assigns and manages multiple projects while ensuring timely execution of team/unit objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
