Department of State - Agency Wide Supervisory Human Resources Specialist in Washington, District Of Columbia

Summary This position is located in the Department of State’s Bureau of Global Talent Management, Office of Overseas Employment, Compensation Management Division (GTM/OE/CM). GTM/OE serves as a central human resource (HR) office for the approximately 58,000 locally employed staff (LE Staff) and eligible family members (EFMs) employed by all federal agencies at U.S. missions overseas. Responsibilities Serves as Division Chief and is responsible for managing and overseeing the development, coordination and administration of laws, regulations, policies, procedures, guidelines, and standards for the interagency Locally Employed (LE) Staff HR system. Coordinates the integration of CM's programs with other HR management programs to ensure achievement of organizational objectives, assessing this impact and planning short and long range goals toward program improvement and increased effectiveness. Provides overall leadership and coordination of, and exercises full first level administrative, technical supervision and direction over, the work of subordinate specialists in the development/execution of global policies and operational activities. Develops and advises management on global policies, procedures, activities, and/ or strategies affecting LE Staff and EFM positions. Represents the Department to ICASS Service Center, Foreign Affairs agency stakeholders, and private and international organizations that engage in employment of, or collect data about, employment of staff at overseas locations. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience setting and adjusting short and long-term priorities related to a HR program. Experience developing new policy coordination and program management processes on employee compensation and benefits. Experience developing strategic plans, making recommendations and senior level communications for Human Resource programs and activities. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
