Summary This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). This position is in the Office of Inspections and supports the mission of the Inspection Operations Division. Responsibilities Supervises and manages a team consisting of direct hire employees and contractors. Provides general overall direction to staff work activities and resolves unusual or precedent-setting administrative or programmatic issues that staff may encounter in doing their work. Oversees ISP’s administrative programs and operations and ensures that support services are integrated and coordinated appropriately with OIG’s Office of Management and Resources (the Executive Office.) Directs onboarding and orientation on administrative matters for new ISP employees. Oversees the production of office-wide standard operating procedures and guidance on the interpretation and application of Federal, Department, and/or OIG policies and procedures. Coordinates ISP’s planning, budget, and data analytics initiatives. Reports directly to the division director, Deputy Assistant Inspector Generals, and Assistant Inspector General on annual and biennial planning activities, to include preparing ISP's contributions to OIG budget requests and strategic and annual planning documents. Directs the capture, reporting, and analysis of data relating to the organization’s operations, to include quarterly and annual performance metrics. Contributes to the development and maintenance of ISP’s knowledge management system, ensuring that the system meets the needs of inspection teams and OIG management. Requirements Conditions of Employment Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying and interpreting regulations, directives, policies, precedents, and procedures associated with organizational operations, in order to provide technical guidance and to establish management's position on administrative and programmatic issues. Experience working with automated knowledge management and business process automation systems, sufficient to make recommendations on technical solutions to address organizational challenges. Experience managing teams or work groups comprised of contractors, business process owners, subject matter experts, and other stakeholders. Education There is no substitute of education for specialized experience for the GS-14 position.
