Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Personnel Security Division located in Washington D.C. Responsibilities The incumbent serves as a first-level supervisor and is responsible for supervising a subordinate staff and performing studies of processes and organizational effectiveness in various assigned functional areas. Reviewing the guidance initiated by higher headquarters, develops implementing policies and procedures, and ensures that all activities understand the guidance required for formulating their input. Develop policies, issuances, and directives. Responsible for providing oversight and coordinating the identification, analysis, and issuance of policies with managers and various officials. Reviewing guidance issued by Directors, Assistant Directors, and Branch Chiefs, develops and implements policies and procedures, and ensures that all activities correspond with formalized guidance. Supervising six administrative and policy positions covering such responsibilities as FOIA response, Database/Systems Access Control, on-boarding of new personnel, responses to Congressional requests, and budgetary requirements. Duties would include oversight of Branch responsibilities; mentoring and disciplinary actions; and mid-year/end-of-year performance plans and ratings. Qualifications Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing expert advice/assistance to executive managers, supervisors, and other personnel regarding existing and new policies related to current discussions; staffing related coordination, needs, and alignment; budgetary requirements and allocations, database access request procedures, and Freedom of Information Act (FOIA) management. Overseeing programs to determine progress against identified plans and determine necessary personnel, funding, and other resource adjustments. Reviews finished projects such as Policy Library creation, organization, and maintenance; fiscal year budgetary plans, organizational restructuring (as needed) - in conjunction with team, to determine changes necessary to meet long-range objectives. Planning, developing and coordinating planning management through briefings, presentations and conferences for executive management. Ensures that accurate, appropriately concise, and timely information is available to executive management and policy officials. Designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions. Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed first-time CBP Supervisors are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 3 weeks, of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
