Department Of Energy Supervisory Program Analyst in Washington, District Of Columbia
Summary This position is part of the Office of International Affairs, Department of Energy. As a Supervisory Program Analyst, you will serve as the Director of the Office of Resource Management and be responsible for the program analysis and evaluation of all activities which fall within the purview of the Office. Responsibilities As a Supervisory Program Analyst, you will: Review and recommend personnel actions within available resources, and monitors program accomplishments to identify actual or potential problem areas, trends, merit, and deficiency situations, and recommend corrective improvements. Adjust and oversee work assignments, projects, actionable events, milestones, deadlines, and time frames in order to meet priorities and/or mission requirements.. Manage organizational changes or major change to the structure and content of the program or program segments directed. Identify and resolve, as applicable, unique issues where no policy exists, taking innovative actions to address new needs and/or issues. Develop organizational proposals in consultation with and in response to the PDAS and the AS. Develop alternative organizational structures, change proposals, and skill and grade distribution plans, including the development, justification, negotiation, and defense of IA reorganization proposals. Lead complex projects, often cutting across activity lines. Define critical quality factors, process improvements on key initiatives that result in significant improvements in service delivery, reduced operational unit cost, increased quality, and reduced process cycle time. Manage and direct the preparation and execution of IA's financial program to meet the needs of the organization. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level n the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Supervising employees in setting work priorities, advising and training; AND Maintaining and establishing budget contracts; AND Conducting technical and strategic analysis on administrative functions; AND Recommending goals, strategies, and plans required to meet objectives. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
