Responsibilities You will serve as the Subject Matter Expert in the intermediate and depot level maintenance organizations workforce management competency. This position serves as the principal advisor to the Lead Program Analyst in SEA04X for the AUKUS initiative. You will be responsible for contributing to the establishment of the forward deployed intermediate maintenance facility to include installation of equipment and outfitting of required materials for submarine maintenance and personnel support. You will contribute to development of operating procedures for forward deployed intermediate maintenance activity that includes industrial process instructions, organizational management processes, facilities and equipment management processes. You will be responsible for coordinating the training of foreign national personnel temporarily assigned to the naval shipyards. You will develop and execute training specific to each trade and engineering field of the forward deployed intermediate maintenance activity workforce. You will be responsible for leading efforts for implementation of procedures, with full management responsibility, for the application of shipyard nuclear and non-nuclear resources to ensure completion of all work on schedule and within cost. You will be responsible for directing the translation of policies, objectives, and guidance from higher authority into guidance for Shipyards and Shipyard Project Teams headed by Superintendents. You will serve as one of NAVSEA 04’s representatives to Shipyard Commanders, Department/Office heads and outside agencies concerned with matters involving inside shop maintenance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Evaluating ship maintenance requirements (e.g., ship overhaul processes, planning, production, engineering, scheduling or resources) to support operations for a shipyard, maintenance or industrial organization. Education Additional Information This hiring activity, within Naval Sea System Command (NAVSEA) Headquarters, has converted to the Acquisition Demonstration Project (AcqDemo) which is an alternate personnel system. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824. If your current salary is above this amount, your salary may be matched. This announcement uses the Direct Hire Authority (DHA) for Acquisition Demo (AcqDemo) Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
