JOB TITLE: Building and Code Inspector CI02/ES19

DEPARTMENT: Community Improvement, City of Waycross

JOB SUMMARY: This position is responsible for issuing various construction and building permits and enforcing all codes and ordinances adopted by the City of Waycross.

MAJOR DUTIES:

  • Inspects all phases of residential and commercial construction within the city for compliance with building, electrical, mechanical, and plumbing codes; logs inspections and completes inspection reports.
  • Reviews plans for compliance with city zoning regulations, building, electrical, plumbing, mechanical, life safety, and accessibility codes and prepare plan review comments on plans reviewed.
  • Takes applications for building, electrical, mechanical, signage, swimming pool, demolition, mobile home parking, and house moving permits; calculates appropriate fees and writes permits.
  • Meets with architects, engineers, developers, and property owners concerning projects and codes and assist with questions about the building or permit process.
  • Issue all required Certificates of Occupancy.
  • Inspect existing vacant buildings for compliance with all applicable codes for reconnection of services.
  • Notifies contractors, engineers, architects, sub-contractors, and/or owners of code violations and discusses remedies for deficiencies.
  • Investigate unpermitted construction work and unlicensed persons and issue Stop Work Orders and/or citations when necessary.
  • Maintain electronic and/or hard copy records of contractor files, permits, inspections, and plan reviews.
  • Attend training sessions and workshops as required.
  • Assists in Board of Zoning and Appeals and Planning Commission meetings.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of relevant city construction, housing, and utilities codes.
  • Knowledge of city zoning ordinances and maps.
  • Knowledge of the principles and practices of commercial and residential construction.
  • Knowledge of construction industry standards.
  • Knowledge of the physical geography and topography of the city, including subdivisions, roads, and street names.
  • Skill in detecting structural faults.
  • Skill in assessing structures for rehabilitation purposes.
  • Skill in interpreting and applying zoning regulations.
  • Skill in reading blueprints and other technical diagrams, such as plats, site plans, soil erosion and sedimentation control plans, maps, and building plans.
  • Skill in utilizing drafting tools and equipment such as a multimeter, GFI tester, and line tester.
  • Skill in operating a computer, calculator, typewriter, telephone, facsimile machine, and copier.
  • Skill in records maintenance.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS: The Director assigns work in terms of general instructions. The work is spot-checked in progress and reviewed upon completion for accuracy, compliance with procedures, and the nature and propriety of the final results.

GUIDELINES: Guidelines include theAmericans with Disabilities Actand federal, state, and standard building, plumbing, mechanical, gas, electrical, and life safety codes. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied technical inspection duties. Assuming that contractors comply with all building codes and zoning regulations contributes to the complexity of the work.

SCOPE AND EFFECT: This position is responsible for enforcing all codes and ordinances adopted by the City of Waycross. Successful performance in this position helps ensure compliance with codes, ordinances, and standards to establish levels of safety and quality in construction within the city.

PERSONAL CONTACTS: Contacts are typically with co-workers, city employees, realtors, developers, contractors, subcontractors, architects, engineers, homeowners, and the gener l public.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, provide services and resolve problems.

PHYSICAL DEMANDS: The work is typically performed while sitting, standing, stooping, bending, crouching, or walking. The employee occasionally lifts light objects, climbs ladders, and distinguishes between shades of color.

WORK ENVIRONMENT: The work is typically performed in an office and at field locations where the employee is exposed to dust, dirt, construction machinery, noise, and inclement weather. The work may require the use of protective devices such as hardhats.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None

MINIMUM QUALIFICATIONS:

  • Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
