Summary The incumbent serves as a Lead Accounting Technician to support Edward Hines VA Hospital and Jesse Brown VAMC and is organizationally aligned under the GLFS Accounting Section. The primary purpose of this position is receiving, controlling, monitoring, validating, recording, analyzing and reporting on accounting transactions that affect the assets, cost, liabilities, revenue and proprietary accounts of programs serviced. This position is located in the VISN 12 GLFS office in Westchester, IL. Responsibilities This position is located in the VISN 12 Great Lakes Finance Service (GLFS) in Westchester, IL. The incumbent serves as a Lead Accounting Technician and is organizationally aligned under the GLFS Accounting Section. Duties include, but may not be limited to the following: Reviews documents for compliance with existing VA Financial Policies and Procedures, Standard Operating Procedures, and VISN Policies. Verifies fund availability to cover all initiations, commitments, and obligations. Ensures all disbursements are made within the terms of contracts and/or agreements. Reconciles open obligations monthly with FMS reports; maintains and reconciles separate accounts for the facility. Distributes and balances workload among employees in accordance with established work flow or job specialization. Keeps in touch with the status and progress of work and makes da-to-day adjustments in accordance with established priorities. Instructs employees on specific tasks and job techniques and ensures written instructions, reference materials, and supplies are available. Gives on the job training to new employees in accordance with established procedures and practices. Checks in on work progress or spot checks work not requiring review. Audits or rejects work not meeting established standards. Provides information to supervisor as requested concerning promotions, reassignments, performance, progress and training needs, and behavior problems. Performing other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to GS-7 which involved providing the knowledge, skills, and abilities to successfully perform the duties of a Lead Accounting Technician. Specialized experience includes but is not limited to: Experience in various accounting, budget, or other financial regulations, laws, and requirement (related fiscal regulations and applicable schedules, pay and leave rules, administrative rules associated with recording and tracking budgetary transactions, entitlement rules, documentation requirements, schedule, deductions, etc.) to ensure compliance and recommend act. Experience verifying fund availability to cover all initiations, commitments, and obligations. Experience ensuring all disbursements are made within the terms of contracts and/or agreements. Examining, verifying, and maintaining financial accounts and accounting data and classifies accounting transactions including the verification of the accuracy and completeness of the accounting data.
