Position classification

Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job

Investigate allegations of possible program eligibility abuse and fraud. Provide clear and concise reports documenting findings coupled with the communication skills necessary to testify in Adams County Administrative Hearings, and Criminal and Civil Court.

Examples of Duties for Success

  • Regularly review Colorado Department of Human Services Rules and Regulations; along with Colorado Revised Criminal Statutes and Federal Laws concerning Fraud.

  • Conduct thorough and professional investigations into program violations and fraud.

  • Case Management; research client past history and current program eligibility to determine if a violation is present. If the information gathered points toward a violation or criminal act; provide all documentation to support your case so that it may be used in an Administrative Hearing, along with Criminal and Civil Prosecution.

  • Interviews; ability to conduct thorough and professional interviews.

  • Home Visit; most investigations will require a home visit. These are done in an attempt to verify application information, and document improprieties.

  • Surveillance; may be necessary on a home, business, or other areas to document findings for a case.

  • Report Writing; all reports must be written in a clear concise manner. Excellent report writing skills are necessary.

  • Testimony; must have excellent oral communication skills.

  • Preform all other duties required by the position, or as requested by the Manager of Investigations and Recovery.

Qualifications for Success

  • Knowledge of or a proven ability to learn Colorado Department of Human Services Rules and Regulations, Colorado Revised Statutes and Federal Laws concerning Fraud.

  • Basic methods utilized in conducting an investigation

  • Techniques used to obtain pertinent information during an interview

  • Complete and concise report writing

  • Strong knowledge of computers coupled with the ability to learn and utilize a variety of new programs to gather information.

  • Skill to:

  • Conduct a professional interview in an effort to uncover the truth. Gather additional evidence to support your case through; a home visit, surveillance, and computer based document collection. Once the investigation is complete write a clear and concise report documenting the facts of the case.

  • Ability to:

  • Work independently, and as a support member of the Investigations and Recovery Team

  • Identify, collect, document, and present evidence

  • Exercise sound independent judgment in highly complex situations and adapt as conditions change

  • Communicate effectively

  • Maintain a Colorado Driver's License

  • Own a personal motor vehicle; properly licensed and insured.

More Qualifications for Success

  • Experience:

  • Current or Past experience working as a Human Services Investigator, or

  • Minimum of three years experience working in Human Services determining eligibility or

  • Current or past Post Certified Police Officer with three years' experience in criminal investigation.

  • Education and Training:

  • High School Diploma/GED required. Bachelor's Degree in a related field preferred.

  • License or Certificate:

  • Certified Notary Public for the State of Colorado, or the ability to obtain this upon hire.

  • Valid Colorado Driver's License.

  • Background Check: Must pass a criminal background check.

Essential duties require the following physical abilities and work environment:

  • Ability to work in a standard office environment.

  • Ability to utilize personal vehicle or other mode of transportation to conduct field investigations.

  • Ability to conduct field investigations in a potentially hostile setting.
