Job Description:
The position will perform quantitative and qualitative analyses for electric utility industry planning, regulatory, and technical projects. Leads the preparation of emissions reports and other regulatory driven planning and analytical reporting. Initiates, organizes, and facilitates internal alignment regarding energy technology, organized market and other industry evolutions with an impact to electric resource planning activities. Responsible for administering for data requests and discovery responses for regulatory and litigation proceedings; leading and completing analytical tasks in support of regulatory filings and strategic initiatives; and supporting projects related internal business operations in the area of energy management.
Note:
There is one position available and the position will be filled at one of three job grade levels: Planning Analytics Analyst II, job grade 8; Planning Analytics Analyst III, job grade 9; or Senior Planning Analytics Analyst, job grade 10. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior Planning Analytics Analyst
Hiring Salary Range: $110,000-151,000
Planning Analytics Analyst III
Hiring Salary Range: $100,000-$135,000
Planning Analytics Analyst II
Hiring Salary Range: $86,000-$116,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.
Responsibilities:
Lead the preparation of emissions reports and other regulatory driven planning and analytical reporting.
Administer, as directed, data requests and discovery responses for regulatory and litigation proceedings, external initiatives, and internal projects.
Contribute to the development of regulatory filing content related to resource planning and regional energy markets.
Manage, as directed, the maintenance of primary datasets related to generation, contracts, and system planning for data requests and other regulatory projects.
Initiate and maintain effective communication with Resource Planning staff, including facilitating and gathering interdepartmental inputs for generation planning related to technology, organized markets, emissions, and other industry trends.
Monitors evolving industry initiatives, Commission rules, and compliance requirements and convey, in a timely manner, to internal teams to meet regulatory process timelines.
Develop and maintain regulatory reporting procedures documentation.
Maintain an in-depth knowledge of Tri-State’s resources and obligations as they relate to planning and analytics reporting and processes.
Stay abreast of state and federal legislation and regulation impacting generation planning, emissions and related analytics, resource development and procurement, and energy marketing functions. Provide analysis of proposed state and federal legislation and regulations.
Represent Tri-State on various external committees related to emissions and other technical matters related to generation planning.
Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
Qualifications:
Knowledge, Skills, and Ability:
Excellent written and verbal communication skills. Experience writing for regulatory audiences preferred.
Knowledge of electric power sector fundamentals.
Knowledge of organized markets.
Must have the ability to analyze complex technical data and prepare concise, accurate reports.
Must have proficient problem-solving skills.
Highly skilled in the use of personal computers including standard suite of business office applications (MS Outlook, Excel, and Word), including database and spreadsheet applications.
Must possess the ability to efficiently and effectively organize self-directed work, initiate and support project planning, and must also possess the ability and willingness to support others in accomplishing organizational objectives.
Must work effectively with others within and outside the Energy Management functional area as well as with external vendors, consultants and cooperatives.
Must be able and willing to take initiative and work independently.
Other:
Willingness to travel, infrequently but as required (Must possess a valid driver’s license.)
Must be able to demonstrate that he/she can perform all of the essential functions of the position.
