Tri-State Generation and Transmission Association, Inc. Transmission Project Manager I, II, III or Senior in Westminster, Colorado

Job Description:

Responsible for the project management of transmission capital projects including transmission lines, substations, telecommunication facilities and joint participation projects by the effective coordination of resources both internal and external to support the timely and efficient completion of transmission system additions and modifications. Develops, maintains and implements project management processes, procedures and documentation for transmission capital projects. Assembles and leads project resource teams assigned to support projects and represents Transmission at project meetings. Provides documented scope, schedule, deliverables, resource needs and budget estimates for each project assigned.

Note: There is one position available, and this position will be filled at one of four job grade levels: Transmission Project Manager I, job grade 8, Transmission Project Manager II, job grade 9, Transmission Project Manager III, job grade 10 or Senior Transmission Project Manager, job grade 11. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Senior Transmission Project Manager

Hiring Salary Range: $124,000-$168,000

Transmission Project Manager III

Hiring Salary Range: $110,000-$150,000

Transmission Project Manager II

Hiring Salary Range: $100,000-$135,000

Transmission Project Manager I

Hiring Salary Range: $86,000-$116,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.

Responsibilities:

  • Develop, maintain and implement project management processes, procedures and documentation for transmission capital projects.

  • Assemble and lead project resource teams assigned to support projects and represent Transmission at project meetings.

  • Provide documented scope, schedule, deliverables, resource needs and budget estimates for each project assigned.

  • Support the development of project contracts or agreements and assure compliance to the terms and conditions through the construction and capitalization of the transmission assets.

  • Provide periodic progress reports to management including project milestones, scope changes, budget analysis, and schedule updates, and suggest needed actions to remedy problems and support the successful completion of the project.

  • Initiate appropriate cost accounting, invoicing and close-out of capital projects.

  • Communicate effectively with all project stakeholders and participants providing timely responses to information and documentation needs.

  • Develop a capital cost data base for use in preparing detailed project estimates and budgets.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

Qualifications:

Education and Training

  • Bachelor’s degree in Engineering, Project Management, or related discipline preferred, or equivalent combination of experience and education.

Knowledge, Skills, and Ability:

  • Extensive experience and knowledge of project management techniques as applied to electric transmission projects.

  • Knowledge of transmission facilities functions and typical applications.

  • Experience and knowledge of MS Project software applications.

  • General knowledge of system planning, environmental, permitting, engineering, operations, contracting and construction disciplines as they apply to transmission projects.

  • Working knowledge of interconnected transmission systems and industry standards, practices and regulations.

  • Ability to establish and maintain effective working relationships both internal and external.

  • Ability to communicate effectively, both verbal and written.

Experience:

  • Eight (8) or more years or more as project engineer or project manager on increasingly complex projects, preferably for electric transmission capital projects. Note: The above requirements describe the experience and education qualifications for the Senior Transmission Project Manager. Those with less experience will be hired at the I, II or III job grade level.

  • Experience and knowledge of project management techniques as applied to electric transmission projects.

Other:

  • Willingness to travel as required. (Must possess a valid drivers license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Working knowledge of interconnected power transmission systems and electric utility industry standards, practices and regulations.

  • Knowledge of general requirements for funding of power transmission capital additions and improvements.

  • Candidates from all backgrounds will be considered – emphasis will be given to those with a background in electric transmission capital projects.
