Job Description

This is a merit position with the Iowa Department of Homeland Security and Emergency Management. Candidates must follow the instructions in the “To Apply” section.

The Public Assistance Bureau is seeking a resourceful, detail-oriented, organized individual who contributes positively to the team to serve as an Emergency Management Specialist on our Grants Management and Monitoring team. An individual with education and/or experience in grant management, finance and accounting, or project management will do well in this position.

The Public Assistance program provides supplemental grants to local governments and certain nonprofits so communities can quickly respond to and recovery from major disasters or emergencies. After an event, communities need help to cover their costs for debris removal, life-saving emergency protective measures and restoring public infrastructure including roads, bridges, public buildings, utilities, etc. The Public Assistance Bureau is organized into three collaborative sections, Field Delivery, Grants Management and Monitoring, and Policy and Technical Assistance. The Grants Management and Monitoring team supports the delivery of the Public Assistance program from the award to closeout of projects that fund response and recovery activities across Iowa.

Primary job functions of this position include, but are not limited to:

  • Collaborate and coordinate with federal, state and local government partners in HSEMD’s delivery of FEMA’s Public Assistance federal grant program.

  • Provide technical assistance to subrecipients to support the administration of subawards in accordance with federal and state statute, regulation, code, program policy and guidance.

  • Conduct state level reviews of time extensions, award amendments, reimbursement requests and closeouts to determine eligibility and provide recommendations for approval or resolution.

  • Monitor subrecipient performance to ensure progress and compliance. Perform monitoring activities including desk reviews and site visits.

  • Collaborate with the Public Assistance Field Delivery (FD) team to steward positive partnerships and provide support to subrecipients throughout the grant lifecycle from disaster through closeout.

  • Assist in the development and delivery of training to Public Assistance applicants on a variety of programmatic topics, compliance priorities and grants management best practices.

  • Develop specific reports and draft correspondence in response to verbal and written inquiries concerning the Public Assistance grant program.

This position collaborates with other Public Assistance sections, Recovery Division bureaus and agency divisions to support all phases of Public Assistance, including response and recovery. Successful applicants must have superb communication skills and must be able to work a minimum of 40 hours a week or work extended hours if required during times of disaster response and recovery operations. Travel is required. This position also requires passing a security clearance in order to access FEMA systems.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) Graduation from an accredited four-year college or university with a degree any field, and experience equal to three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work.

2) All of the following (a and b): a. Three years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

3) All of the following (a, b, and c): a. Two years of full-time professional experience in grant program planning, analysis, or administration work; professional accounting; civil or construction engineering; or professional administrative work; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and c. Graduation from an accredited college or university with a Master’s Degree in Business or Public Administration, Economic, Engineering, Financial, Social, Health, Agricultural studies, or closely related curriculum.

4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Emergency Management Specialist 1.
