Social Security Administration Deputy Associate Commissioner for Systems Operations and Hardware Engineering (Operations) in Woodlawn, Maryland
Summary Located within SSA's Office of the Chief Information Officer, the Deputy Associate Commissioner (DAC) for Systems Operations and Hardware Engineering (OSOHE), serves as deputy to the Associate Commissioner and shares responsibility and accountability for the overall management, direction, planning, objectives, policy-making, and coordination of the Associate Commissioner's office specifically related to operations functions. Responsibilities The DAC, OSOHE is responsible for maintaining infrastructure related to online and batch operations, integration testing, IT security, change management, database, print operations, Service Level Agreements, and infrastructure facility usage. The incumbent oversees capacity planning, performance testing, and the delivery of infrastructure services to guarantee a highly available environment for Internet, SSN verification workloads, business and third-part overnight data exchanges. The DAC, OSOHE plans and executes systems implementations on a weekly basis, and is responsible for operating an in-house help desk to provide support, training, and customer service to over 60,000 agency employees, 30,000 State DDS employees and 10,000-contractor support. The incumbent also has responsibility for problem resolution and tracking related to IT hardware infrastructure and operations. The incumbent also oversees Continuity of Operations Planning for enterprise IT services within SSA's data center fabric, to include site identification, planning, and restoration of permanent services from the failed center, and execution of the Disaster Recovery Plan, failed site damage assessment, and recovery of assets. Working with other components with security responsibilities, the DAC, OSOHE is responsible for the acquisition, co-evaluation, deployment, operations, and maintenance of new and advanced protections within the infrastructure to prevent, detect, respond, and recover from advanced cyber threats, malicious actors, and fraudulent activities. Requirements Conditions of Employment U.S. Citizenship is required. In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan). Qualifications As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant. You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. MANDATORY PROFESSIONAL/TECHNICAL QUALIFICATION (MTQ): No more than one (1) page per MTQ is allowed; additional information will not be considered. This document MUST be submitted using the "Mandatory Technical Qualification" document type. Senior-level experience leading a highly available and stable 24x7 IT operation, including the prioritization and risk assessment of all IT change and release activities across a geographically dispersed multi data center fabric. DESIRABLE QUALIFICATIONS (DQs): An optional statement addressing each Desirable Qualification (DQ) is strongly recommended. No more than one (1) page per DQ is allowed; additional information will not be considered. This document should be submitted using the "Desirable Qualification" document type. Senior-level experience leading major IT hardware and software implementations, while ensuring all platforms are documented, tested, and integrated into production efficiently, and perform within established service levels.
