Overview:

There is one Planner IV opening with the Yakima County Public Services - Planning Division. This position is responsible for providing advanced professional planning expertise and recommendations on complicated development projects, environmental determinations, and/or comprehensive long-range planning projects; empowered to recommend policy and regulatory options or make commitments within areas of expertise and assignments; functions with little supervisory direction or guidance; responsible for project management and technical supervision of professional and administrative staff related to assigning planning projects or area of specialization; develops plan and regulatory updates as assigned; and leads, coordinates or participates in special studies, public outreach and education efforts related to land use and community development, and/or long range growth management planning.

Responsibilities:

*Essential Duties: * 

[Development Project Review]{.underline}

Conducts advanced planning analyses related to processing of more complex development project applications;

Participates in early assistance meetings with customers, providing feedback on project feasibility, approvals required, cost and timeline estimates;

Represents the Division on Multi-Disciplinary Teams (MDT), making agreements, decisions or commitments for the discipline within the regulatory framework for an assigned project;

Duties include: initial project review with customer, provides technical guidance as needed, reviewing applications for completeness, preparation of required notices, YCWRS, SEPA review, project review and coordinating impact with other agencies/organizations and drafting of final written analysis;  

Develops SEPA threshold environmental determinations and appropriate mitigation measures to address identified environmental impacts for consideration and approval by the SEPA Responsible Official; drafts scope and reviews environmental impact statements under general guidance of Section Manager;

Utilizing MDT, agency and neighborhood comments, evaluates projects and develops options and conditions for ensuring the project's consistency with applicable plans, policies, regulations, standards and criteria;

Within timelines established by Section Manager and the project team, prepares the Section or Division's final written analyses, findings and conditions for inclusion in the MDT project decision or recommendation;

Represents Section, Division, Department and MDT position to various hearing bodies, as assigned.
