Bureau of Reclamation Supervisory Mgmt & Program Analyst in Yuma, Arizona

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise overseeing multi year budgets. Duty Location: Lower Colorado Basin Region, Yuma Area Office, Management Services Office, Budget, Financial and Business Management Group located in Yuma, AZ. Full time telework and remote work not available; housing not provided. Responsibilities Serves as the Group Manager over the Budget and Financial Team and the Business Management Team and is responsible for the overall management, planning, control, coordination, and execution of all program responsibilities (budget, working capital funds, financial management reporting, accounting, etc).Provides substantial management advisory services on functional areas and complex matters. Develops immediate and long-range goals, objectives, and milestones for the management of budgetary and financial services. Oversees the formulation of consolidated budget forecasts and ensures that actions are coordinated with other agencies. Develops and oversees multi-year budgets or complex budgets, investing considerable time in preparing and planning the annual budget. Responsible for special projects and presentations related to YAO's five business lines: Colorado River Water Delivery, Groundwater and Salinity Management, Resource Management, Maintenance Services, and Desalting Services. Directs and coordinates the program analysis work activities involving labor, equipment and materials, work operations, evaluating and analyzing data to interpret costs and efficiencies, program accomplishments, trends, and developing management reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time in Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees who have a break in service of less than one year, are required to meet the time in grade restriction of one year of Federal experience at the next lower-grade with few exceptions as outlined in 5 CRF 300.603(b). Education This position does not allow substituting education for experience. Additional Information You will be required to serve an initial supervisory probation period. Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Full time telework is not available for this position. Permanent Change of Station (PCS) expenses are authorized with the exception of the Guaranteed Home Sale Provision or first-post-of-duty relocation expenses are authorized, as applicable.
