POLICE OFFICER I

FT/REGULAR

NON EXEMPT - LEVEL 7

GENERAL DEFINITION: The primary responsibility of this position is to protect life and property, preserve law and order, and keep the peace while promoting safety and wellbeing through the enforcement of local, state, and federal laws in a manner consistent with the mission and goals of the Pueblo of Zuni Police Department.

SUPERVISION RECEIVED: Work is performed under the supervision of a Police Sergeant. The incumbent works with a high degree of independence and is required to make instantaneous decisions in emergency situations to protect lives and property, prevent crimes and maintain order.

SUPERVISION EXERCISED: No Supervisory Duties.

DUTIES:

Patrols areas of assignment in patrol vehicle and on foot to enforce various laws.

  • Patrol specific areas of the community responding promptly to calls for assistance.

  • Familiarizes self with the Zuni Reservation, jurisdiction, Pueblo of Zuni Criminal Code and Traffic Code and Pueblo of Zuni domestic Violence Code.

  • Responsible for the enforcement of Federal, State of New Mexico and Pueblo of Zuni Tribal traffic and criminal codes, laws, ordinances and statues.

  • Performs routine duties, reports hazards, investigates suspicious situations & abandoned vehicles, and takes appropriate action.

  • Identify, pursue, and arrest suspects and perpetrators of criminal acts.

  • Monitor traffic to ensure motorists observe traffic regulations and exhibit safe driving procedures.

  • Maintains safe traffic conditions by monitoring and directing traffic, enforcing laws and ordinances, investigating accidents, providing escort, and reporting unsafe streets and facilities.

  • Responds to 911 calls, emergency service call, and or service calls, either as the first officer responding or as backup to another.

  • Notes suspicious persons and establishments and reports to superior officer.

  • Conducts investigations of motor vehicle crashes, misdemeanors, and minor crimes.

  • Calls for backup and emergency vehicles.

  • Responds to accidents and renders aid to accident survivors and other persons requiring first aid for physical injuries and radioing for medical assistance.

  • Secures the scene, obtains physical evidence, seeks out and questions witnesses and suspects, takes detailed measurements and photographs.

  • Issues citations or makes arrests as appropriate. In the case of major crimes, unattended deaths and serious accidents involving deaths, controls scene until investigators arrives and assists in investigation as required.

    Apprehends individuals, writes reports, and attends related court hearings.

  • Warns or arrests individuals and/or takes individuals into custody for booking procedure to the Zuni Detention Center and filing formal charges.

  • Takes person into custody for booking procedure to the Zuni Detention Center and files formal charges as necessary.

  • Prepares and submits reports of incidents, detailed investigative reports, daily activities and other narrative and statistical reports as required.

  • Testifies at hearings and trials in Federal, State of New Mexico, and Pueblo of Zuni Tribal courts.

    Provides related services associated with police work.

  • Disperses unruly crowds at public gatherings.

  • Coordinates and re-routes traffic and/or crowd control for funerals, ceremonies, parades, traffic around fires & other disruptions, and other large gatherings.

  • Responds to calls for assistance from sick or injured persons and administers first aid.

  • Accompanies social and child protective services workers in child abuse, child sexual assault or battered family cases.

  • Serves or processes a variety of civil papers, such as summons, subpoenas, eviction notices, execution and restitution papers, and the like.

  • Participates in sobriety checkpoints and enforce Pueblo of Zuni and State Of New Mexico Traffic Code.

  • Direct traffic flow and reroute traffic in case of emergencies.

  • Participates in drug raids and surveillance operations.

  • Delivers death and emergency messages.

  • Checks on the welfare of people who live in isolated reservation areas.

    Performs other duties as necessary or delegated.

  • Attends required bi-annual firearms qualification training and other periodic training or conferences on new or amended laws, rules and procedures.

  • Maintains uniform for a clean, orderly, professional appearance.

  • Maintains weapons and other equipment in good working order.

  • Ensures that the assigned patrol vehicle is cleaned and serviced periodically and that any repairs are accomplished as needed.

    MINIMUM QUALIFICATIONS:

    KNOWLEDGE, SKILLS & ABILITIES: Thorough knowledge of law enforcement methods and procedures, and of the techniques used in police work, such as traffic control, investigations, crowd control, riot control and armed and unarmed defense procedures; thorough and complete understanding of applicable Federal, State of New Mexico and Pueblo of Zuni Tribal laws; familiarity of Pueblo of Zuni Tribal laws and Pueblo of Zuni Game and Fish laws appropriate to the Zuni Reservation; jurisdictional boundaries, rules and relationships in McKinley County. Thorough knowledge of the constitutional protection afforded individuals, including rules concerning search and seizure, questioning or arrest, the difference between felonies and misdemeanors and between criminal and civil infractions; and the procedures for handling suspects, prisoners and witnesses: Thorough knowledge of and competence in the use of all fire arms used in performing the work of the position: Thorough knowledge of and competence in specialized law enforcement techniques used in building and vehicle searches, protection of dignitaries, sensitive surveillance operations and advanced investigative techniques; skill in the use of self-defense tactics to protect self and others; A considerable degree of negotiating skills and ability to deal with all types of people in both sensitive and highly dangerous situations; Knowledge of the provisions of the Privacy Act and disclosure procedures as they apply to the release of information on an investigation, witness or suspect. Skill in the use of radio communications equipment. Thorough knowledge of breathalyzer equipment and procedures for administration to persons suspected of intoxication. Ability to establish and maintain effective working relationships with tribal officials, co-workers, tribal employees, outside agencies and the general public.

    GENERAL REQUIREMENTS, U.S. Citizen, 21 years of age. Must not have any felony convictions or any type of conviction involving moral turpitude.

    TRAINING & EXPERIENCE: Associate Degree in Criminal Justice or closely related field with two (2) years of experience as a law enforcement officer. OR High School Diploma or Equivalent (GED) with four (4) years of law enforcement experience.

    LICENSE AND CERTIFICATES: Must have a valid New Mexico Driver's License with no DWI/DUI convictions within the past three (3) years. Driving is an essential part of the duties. Must be fully insurable for liability insurance purposes.

  • Must be Certified by the Bureau of Indian Affairs (BIA) and/or State of New Mexico as a Law Enforcement Officer.

  • Must be Certified in Basic Life Support (BLS) CPR/First Aid.

  • Defensive Driving

  • Must be certified in ASP Baton, Defensive Tactics, Firearms, Officer Survival, Intoxilyzer 8000, and Pepper Spray, and Stress Management.

    PHYSICAL DEMANDS: Full use of the body and extremities to bend, stretch, sit, walk, run, jump, crawl, squat, etc. Good reflexes of the arms and hands in order to draw and shoot side arms quickly and accurately. Considerable physical strength and agility to pursue suspects on foot, make arrests and restrain suspects when resistance is encountered. Good mental and physical health. Good vision and hearing; deficiencies correctable by use of glasses and/or hearing aid devices are acceptable. Physical strength to do searches involving traversing difficult terrain on foot, to remove heavy objects presenting safety hazards such as fallen trees and rocks or dead animals. Ability to defend self and others from physical and armed attacks. Will be required to participate in monthly physical fitness battery.

    CONDITIONS OF EMPLOYMENT: Position is subject to Pre-Employment drug testing. The position is Safety Sensitive and is subject to random drug screening for duration of employment, in compliance with Pueblo of Zuni Drug Free Workplace Policy. Must pass a conditional post-offer-of employment physical examination and thorough background investigation. Must pass a conditional post-offer-of employment psychological evaluation, Subject to annual post-offer-of employment physical examination. On-call 24 hours and willing to work shifts, weekends and holidays. Must be willing to relocate within a reasonable amount of time from the date of employment or after completion of probation.
